Who is the local authority in Ljubljana?
Upravna enota Ljubljana has a civil-status section, Referat za matične zadeve, dealing with registration, death notifications and register extracts. Outward transport permission belongs to a different authority. Article 6 of the Slovenian regulation assigns the posmrtni potni list to Zdravstveni inšpektorat Republike Slovenije. Completing the civil record does not mean that the administrative unit has issued that international document.
Civil registration follows the death location. An institution outside Ljubljana’s administrative area does not become its responsibility simply through a reference to the capital. Identify the actual municipality and facility address before selecting the civil-registration unit; the national transport-document issuer remains a separate authority.
What does a posmrtni potni list confirm?
Under Article 6, the health inspectorate receives an application supported by the death notification completed by the examining doctor, a copy of the deceased’s identity document and the funeral operator’s statement about proper coffining and coffin contents. The resulting posmrtni potni list accompanies the outward movement.
Slovenia’s membership of the European Union and Schengen does not make transport of the deceased equivalent to an ordinary traveller’s journey. Funeral transport retains its own documentary requirements. For burial in Croatia, the shared Schengen membership does not remove the need to establish what the Croatian authorities and the selected cemetery require.
Who issues key documents for departure from Ljubljana?
Each line represents a separate public function. Documents are checked against each other by name, date and final place of submission.
| Document | Issuing authority | Role in the case |
|---|---|---|
| Medical certificate | doctor or health institution | basis for recording death |
| official death certificate | competent registrar | official record of identity and death |
| Posmrtni potni list | Zdravstveni inšpektorat Republike Slovenije | enables international departure |
| Destination-country permit | competent authority of the burial country | arranges reception at destination |
How does the destination country change the required documents?
For Serbia, the Slovenian transport paper is accompanied by the Serbian sprovodnica. Bosnia and Herzegovina and Montenegro have their own consular requirements, while Croatia applies its published entry procedure. A departure from Ljubljana therefore needs the actual burial country and receiving institution identified: they determine which destination documents are examined alongside the inspectorate’s outward pass.
A road movement from Ljubljana can continue directly into Croatia or, according to the burial destination, through other regional states. Geography alone does not settle the applicable procedure. The accompanying documents must correspond to the states actually involved and the confirmed receiving address. A change of destination may therefore require the relevant authorities to reconsider the existing records.
Which details are needed for a Ljubljana case?
Initial information identifies the deceased, institution, full address, burial city and contact person. It separates the civil-registration unit, health-inspectorate application and destination-country requirements. A reference to Ljubljana alone cannot resolve those responsibilities when the actual institution is located in another municipality.
Initial guidance on the required steps is provided within 10 minutes. For a routine case, arrival at the confirmed address can be organised within 48 hours, but only after the decision of the Slovenian authority. If an autopsy or other special procedure is in progress, the competent authority determines official release, and the 48-hour timeframe cannot begin earlier.
Why must the burial destination be confirmed before the application?
The burial destination determines the competent diplomatic mission and the permit required by that country. The facility address, place of burial and intended receiving point must therefore be confirmed before the Slovenian and destination-country records are aligned.
The health inspectorate issues the Slovenian transport document, while Upravna enota deals with civil records. The receiving country’s entry requirements are examined separately. Across these distinct procedures, the deceased’s identity and final burial place must remain consistent.

Frequently asked questions
Does the Ljubljana Administrative Unit issue the international transport document itself?
No. Upravna enota handles civil-status records; Article 6 assigns the outward posmrtni potni list to the national health inspectorate.
Does Schengen cancel the posmrtni potni list between Ljubljana and Croatia?
No. Free movement of people does not replace special documents for international funeral transport.
Can the city cemetery issue a Slovenian exit document?
A city cemetery is not the issuing body specified in Article 6. The posmrtni potni list comes from Slovenia’s health inspectorate.
Why is the actual municipality needed alongside the name Ljubljana?
Administrative jurisdiction follows the actual location where the death occurred and institution, which the broader city designation may not accurately show.
When can the stated 48-hour timeframe for a Ljubljana case begin?
It is the planned timeframe for a routine case in which the deceased has been officially released and the Slovenian and destination-country documents are complete.
