What does the Slovenian rulebook regulate?
The current Slovenian regulations cover the transport of mortal remains from Slovenia, to Slovenia and through its territory. Thus, the same country can be the origin, transit or destination, but the documentation is not identical in all three situations. The outward procedure is related to the death report and the posmrtni potni list, while the entry requires a corresponding document from the authorities of the country where the death occurred.
The Rulebook requires a dedicated vehicle and an airtight transport coffin. An external wooden structure with a closed inner layer of zinc or other degradable material is described, with measures that prevent leakage and protect public health. These are the legal terms of carriage, not the marketing description of the equipment. Their fulfilment is checked in the documented case before crossing the border.
What facts determine departure from Slovenia?
The place where the death occurred identifies the administrative unit responsible for civil registration, while the institution supplies the associated medical information. Its complete name and address must match the notification. This civil-status task is separate from the health inspectorate’s subsequent issue of the posmrtni potni list. A nearby burial destination cannot remove a police or judicial investigation affecting release.
The Slovenian posmrtni potni list does not replace the destination-country document. Serbia requires a sprovodnica; for Bosnia and Herzegovina, the request is related to the burial area; Croatia and Montenegro have their own attachment lists. The sequence is therefore built from the local death record, through the Slovenian exit document, to the entry consent and the specific address of delivery.
Does the proximity of the region automatically shorten the procedure?
Slovenia is close to the western Balkan burial destinations, but geographical proximity does not remove the required documentation. Medical evidence, the death notification, posmrtni potni list and any destination-country papers each retain their purpose. Transport arrangements depend on completion of the competent authorities’ decisions. Neither relatives nor the appointed funeral company may omit a mandatory record simply because the receiving place is nearby.
Croatia may be reached directly from Slovenia; routes towards BiH or Montenegro may continue through Croatia, while Serbia can be approached through different neighbouring states. TEN-T links Slovenia with nearby urban and road hubs. These are geographical possibilities rather than a promised itinerary: actual transit depends on the documents, the receiving city and the conditions applicable on departure.
When is Slovenia a transit country, and when is it a starting country?
A death in Slovenia starts with its own medical and civil-registration records. If the deceased comes from Italy, Austria or another state and only passes through Slovenia, the outward paper remains the responsibility of the departure state, while Slovenian rules govern transit. Burial in Slovenia instead brings local reception and the applicable entry requirements into the file. The same country name can therefore describe three legally different roles.
The difference is important when choosing a document. Upon departure, the Slovenian document for international departure is checked; upon arrival, proof of foreign country and confirmation of Slovenian destination is read. Transit uses the third combination, because the final country of burial remains a different country. The role of Slovenia is therefore explicitly stated in each request.
Article 6 assigns the issuing role according to direction. Zdravstveni inšpektorat Republike Slovenije issues the document for outward transport from Slovenia. Entry, by contrast, requires an accompanying paper issued by the departure state’s institution assigned by law. The local civil-registration office is not thereby designated as the issuer of Slovenia’s outward transport document.
Which Slovenian starting points are listed?
Ljubljana is one of the included departure points, while transport is also organised from other places in Slovenia. For each real case, the administrative unit of the place of death and the institution that keeps the medical and registry records are checked. Jurisdiction is not assumed according to the nearest big city when the deceased is located in the territory of another municipality.
The initial message should contain the passport of the deceased, the correct Slovenian institution, the city of burial and the telephone number. The initial response arrives within 10 minutes. A routine document collection is planned for up to 24 hours, and delivery to the address within 48 hours. If a local authority conducts an investigation, autopsy or public health measure, its decision determines when transportation is possible.

Frequently asked questions
Does the Slovenian rulebook include transit?
Yes. Its scope includes outward transport, entry and transit, but those directions do not assign the same role to every accompanying document.
What kind of coffin is required for an international departure from Slovenia?
The rulebook describes an airtight transport coffin with a wooden outer layer and a closed inner layer of suitable material.
Is it possible to leave without a posmrtni potni list due to the proximity of Croatia?
No. The short route does not cancel the death report, the exit certificate or the document required by the state of burial.
What is required when the funeral is in Serbia?
The Slovenian originals are joined by the Serbian sprovodnica, issued for the specific documented burial location after checking the prescribed evidence.
Do departure from and entry into Slovenia follow the same procedure?
No. Outward transport uses Slovenia’s own document; Article 6 assigns the accompanying entry paper to the competent authority of the departure state.
What is checked if Slovenia is only transit?
The outward permit issued by the departure country, the conditions for transit through Slovenia and the permit required by the final country of burial are checked.
When does the deadline of 48 hours from Slovenia apply?
The 48-hour timeframe applies to a straightforward case once the required Slovenian and destination-country documents are complete and the final handover has been confirmed.
