Who issues the sprovodnica for entry into Bosnia and Herzegovina?
The sprovodnica is issued through the diplomatic-consular system of Bosnia and Herzegovina. The official consular instruction differentiates the request according to the area in which the funeral will take place: Federation of Bosnia and Herzegovina, Republika Srpska or Brčko District. That division is not a formality in the title of the form. It directs the check to the actual burial site and the information that must be verified before entry.
The evidence includes the death certificate from the departure jurisdiction, a foreign document that allows international transport, medical information on the cause of death, the passport of the deceased and confirmation of the intended cemetery. Confirmation of the burial place may be issued by the funeral operator or religious institution that actually manages the chosen location. The document is not obtained from an institution that has no connection with a specific cemetery.
Why is it important to specify the part of Bosnia and Herzegovina in advance?
Bosnia and Herzegovina has several administrative levels. The international entry file connects the consular case with the burial area, while local records depend on the city, municipality and cemetery manager. Therefore, the address "Bosnia and Herzegovina" is not precise enough. Sarajevo, Banja Luka and Brčko do not belong to the same administrative framework, so the local certificate cannot be copied from one case to another.
The difference can also be seen in the language of the institution's name, but the legal function should not be inferred from the name alone. The confirmation of the burial place proves the real possibility of burial, and the sprovodnica of Bosnia and Herzegovina regulates international entry. In each city, the actual manager of the chosen cemetery or other reception location is checked. One city office does not automatically issue certificates for all cemeteries in a wider territory.
Delivery can be arranged at a cemetery, chapel, institution or other permitted address. The contact person confirms the correct name and who receives the deceased. If the funeral is not on the same day, temporary reception is arranged with the actual institution; it is not implied based on the name of the city. Such local verification prevents international documents from containing an address that is not ready for delivery.
Why does the burial area change the administrative allocation?
Sarajevo points towards cantonal and municipal structures, Banja Luka towards Republika Srpska, and Brčko towards its district status. Tuzla, Mostar or Bijeljina lead to their own local operators. These are not merely postal differences. They determine which body can evidence the grave and which consular route corresponds to the actual interment.
