How does the French case pass from the doctor to the civil registrar?
The French Service-Public lists two initial procedural steps: a healthcare professional issues a medical death certificate, and the civil registrar in the commune of death registers the event. Once the declaration is recorded, the mairie issues an acte de décès.
The extract from the civil register confirms the civil fact of death, but it is not itself an authorisation for international repatriation. Its role is identity and registry. The international part is created later, according to the rules for transport after the coffin is closed.
The commune responsible for registration is determined according to the location of death. It does not have to be the same territory as the département in which the coffin will be closed.
Why is the place of closing the coffin important for leaving France?
Article R2213-22 of the French Code général des collectivités territoriales stipulates that authorisation for transport outside the territory is granted by the prefect of the département in which the coffin is closed.
For transport after closure within France, a prior written declaration must be submitted to the mayor of the commune where the coffin was closed, with information on the expected action, the contractor, the point of departure and the destination. The international course has an additional prefect's approval.
The French regulation also regulates the characteristics of the coffin, and special circumstances such as an infectious disease or a prefect's order may require a hermetic system. It is an official health decision; it is not concluded solely on the basis of the receiving state or the wishes of the family.
How is Paris different from other French cities?
In Paris, the mairie d'arrondissement registers receive death reports and issue certificates. The city directive states that the Police Prefecture issues permits for the repatriation of the deceased or the urn outside continental France and abroad.
The hospital in Paris usually draws up a medical death certificate and forwards the application to the city commune. In the case of a death in a private institution or a nursing home, the way of cooperation may differ, while a death in a public place involves the police administration.
Paris is a local example, not a template for Lyon, Marseille or other departments. Outside the capital city, the commune of death and the prefecture of the coffin closure department are checked. This avoids the frequent mistake of attributing the entire French procedure to one central office.
How is the French authorisation combined with the receiving-state permit?
For Serbia, the competent diplomatic or consular mission issues a sprovodnica after examining the original documents listed by the Ministry of Foreign Affairs. Bosnia and Herzegovina uses an application appropriate to the burial area, supported by confirmation of the intended grave.
The French decision confirms that the deceased can leave the country from the specific department. It does not automatically confirm that destination conditions are met. Conversely, a sprovodnica from the country of burial cannot replace French outward authorisation.
When a document in French is not issued on an international form, the form of translation requested by the destination representative office is checked. There is no justification to translate a document without checking the official requirement or to assume that one language fits all consular offices.
Does the European agreement change every French direction?
The French regulation recognises international agreements for bringing the deceased into France, and the Council of Europe maintains the official status of the ETS 080 Agreement. However, participation in that agreement is checked for each country separately.
French approval and the consular request of the receiving state remain authoritative for going out to the region. The agreement may standardise part of the outward authorisation among the countries bound by it, but it does not delete the registry entry, medical death certificate or proof of destination when required by formal published requirements.
What should be sent to check the French case?
First of all, the name of the institution and the commune of death, information about where the coffin will be closed, the identification document of the deceased and the intended burial location are required. The arrondissement is important for Paris.
Fenjer Bestattung collects routine documents without a separate handling fee. The 48-hour arrival timeframe applies only to a straightforward case once the French outward authorisation and the permit required by the destination country have been issued. Fees charged by authorities or other institutions are paid according to their actual invoice.

Frequently asked questions
Does the mairie issue a French international permit?
The mairie registers the death and issues the death certificate, while the international exit after the coffin is closed is approved by the prefect of the competent department.
Which prefecture has jurisdiction when the coffin is closed outside the location of death?
The prefect of the department in which the closure is actually carried out is responsible, according to Article R2213-22.
Who approves international repatriation from Paris?
The City of Paris lists the Police Prefecture as the service for transporting the deceased or the urn out of the country.
Can the acte de décès replace the Serbian sprovodnica?
No. The French death certificate proves the death, and the Serbian sprovodnica concerns permission for entry for burial.
When is an airtight coffin required in France?
The regulation binds it to certain infectious diseases, longer temporary postponement and cases in which it is ordered by the prefect.
Are French documents translated equally for all destinations?
No. The form of the translation is checked according to the language of the original and the instructions of the representative office of the country where the funeral will take place.
When can the 48-hour arrival timeframe from France apply?
Only in a straightforward case where the deceased has been released and both the French outward authorisation and the destination-country permit are available, with no special investigation outstanding.
