How does Dutch law regulate the procedure after death?
Wet op de lijkbezorging sets the state framework for the examination of the deceased, the determination of natural or other death and the procedure before burial or cremation. The examination is performed by the doctor who treated the person or the municipal coroner.
International transport is additionally regulated by the Besluit op de lijkbezorging. The Regulation distinguishes the direction towards the countries covered by the international agreement, the special relations with Belgium and Luxembourg and other countries.
Dutch national rules provide the basis, but the specific case is handled locally. The municipality where the person died receives the death report and issues documents related to transportation. The exact municipality is therefore more important than the last address of the deceased when determining the counter for the initial administration.
What does the Dutch laissez-passer say?
The City of The Hague explains that the municipality must approve international transport and that the laissez-passer contains the name of the deceased and the place to which the person is being transported.
The document in The Hague can be issued in Dutch, English, French or German. Multilingual availability aids the reading of the document, but does not change its jurisdiction.
The destination must be real and known in advance. If the city of burial changes later, the information on the original document may no longer correspond to the destination file. Therefore, before submission, the country, city and recipient are determined, not just the general intention to return the deceased to the region.
How are The Hague, Rotterdam and Amsterdam different?
The Hague has a special death counter where a laissez-passer is requested. The city lists the official papers to be requested and issued during the appointment. That description is a useful local example, but it is not a universal working time or filing method for the entire country.
Rotterdam allows the funeral director to apply electronically, while the laissez-passer is collected at designated public locations. For burial or cremation abroad, the city lists a coffin statement naming the destination and a medical statement as additional attachments. The Rotterdam procedure is related to persons who died in the area of that municipality.
Amsterdam also accepts the funeral director's application via the digital channel or the city counter, and lists the laissez-passer among the available documents. These differences show why the case is not automatically referred to the largest nearby city.
Why is the international agreement checked for each destination?
The Agreement of the Council of Europe on the transfer of mortal remains introduces a special travel document among the countries that are bound by it. The Dutch regulation directly refers to that regime and prescribes how to proceed when the other country is a contracting party.
A country's membership in the European Union or Schengen is not the answer to the question of whether the Agreement applies. The official table of contracting parties is checked separately.
How are the four main destinations different?
For Serbia, the request for a Serbian sprovodnica is submitted to the diplomatic-consular representation, along with the original attachments specified by the Ministry of Foreign Affairs.
The Croatian mission processes the sprovodnica for burial in Croatia and in certain cases requests written proof of the cemetery or parish. Montenegro distinguishes entry for burial and transit to a third country. Because of these differences, one Dutch documentation list cannot be the final list for every destination.
The individual route pages handle the correct coupling of the Dutch and destination systems. The prices are not displayed on the main page, because there is no confirmed amount that would be valid for all cities and all places of delivery. A specific starting point and a specific destination are required for a public response.
What information should be prepared for a case in the Netherlands?
The exact municipality and institution where the deceased is located, an identification document, information on whether the death was confirmed as natural and the full name of the burial place are required. If the municipality already manages the application, the case number or copy is useful.
We collect routine documents without a separate handling fee. The 48-hour arrival timeframe applies only to a straightforward case once the Dutch and destination authorities have issued the necessary decisions. A medico-legal investigation, exhumation or special public-health measure follows a separate official procedure and cannot be shortened by private agreement. Fees charged by authorities or other institutions are paid according to their actual invoice.

Frequently asked questions
Does the Dutch government issue every laissez-passer centrally?
No. The national law sets the framework, and the specific approval for international transport is issued by the competent municipality.
Which municipality manages the death registration in the Netherlands?
The application is submitted to the municipality in whose territory the person died, which is confirmed by the local instructions of The Hague, Rotterdam and Amsterdam.
What information is on the laissez-passer from The Hague?
The city instruction specifically states the name of the deceased and the place to which the person is transferred.
What happens when the death is not confirmed as natural?
Then the public prosecutor is involved, and the municipal request cannot be completed only with a doctor's certificate of natural death.
Is one destination list valid for Serbia, BiH, Croatia and Montenegro?
No. Each country has its own sprovodnica procedure, supporting documents and method of determining the receiving cemetery.
Is a single price published for the whole of the Netherlands?
No. Without a confirmed amount for a specific departure and destination city, the public price is not displayed.
When is it possible to arrive from the Netherlands within 48 hours?
For a routine case, the deceased must have been released and the municipal and destination documents must be complete, with no further official decision outstanding.
