Which cemetery in Podgorica is the actual destination?
Pogrebne usluge Podgorica names several locations: Čepurci, Zagorič, Golubovci, Tološi and Donja Gorica. They belong to the capital area but are not interchangeable delivery addresses. The competent file, chapel and receiving person depend on the cemetery selected for the case.
A family surname or neighbourhood does not identify a grave. The register is checked for an existing plot, while local decisions govern a new allocation. Only a confirmed site is entered into the arrival plan and connected with the person who will accept responsibility there.
How is a burial place checked before arrival?
The company's published documentation identifies details used for local processing. For a family plot, the office establishes the registered name, reference and person entitled to request the burial. An old receipt may assist a search, but it does not replace the current record maintained by the administrator.
Where no grave has been identified, relatives should not presume automatic allocation. Availability and conditions depend on the competent decision. The eventual funeral appointment is linked to international arrival only after this local foundation can be demonstrated.
Which record resolves each part of the procedure?
The sprovodnica concerns admission into Montenegro; the grave file concerns reception in Podgorica. The foreign death certificate connects the two through the deceased's personal data. Local confirmation cannot replace a missing foreign release, and the international permit does not allocate a grave.
| Document or detail | Confirming body | Role at reception |
|---|---|---|
| Sprovodnica | competent Montenegrin diplomatic or consular mission | permits international transport into Montenegro |
| Death certificate | civil-registration authority at the place of death | establishes identity and registered death |
| Grave reference | Pogrebne usluge or the actual local administrator | links the burial to a particular local file |
| Recipient and appointment | office for the chosen cemetery | prepares reception and delivery of originals |
What applies to a burial ground outside the municipal network?
A site in the wider capital area may be maintained by a different municipal, religious or local body. Pogrebne usluge is not then the automatic recipient. The municipality, settlement and official cemetery name are recorded before identifying the organisation which controls its register.
The sprovodnica remains a state requirement regardless of the cemetery operator. Local handover, however, depends on confirmed acceptance. This distinction prevents a valid sprovodnica from naming an address that is not prepared to receive the deceased.
Why are Capital City Assembly decisions relevant?
The Capital City Assembly publishes decisions and programmes governing the municipal framework. The company's service page explains practical documentation, while city acts provide the wider authority. Reading both prevents an operational instruction from being interpreted beyond the rules supporting it.
Responsibilities can change. Families with an older grave document should ask whether that office still holds the register. The cemetery administrator confirms where to submit the burial request; a former company name on a receipt does not identify today's receiving office.
Is the outward document identical across Europe?
No. Austria, for example, uses a Leichenpass within its official procedure, while other states have different titles and issuers. Montenegro determines the sprovodnica required for entry but cannot replace release by the foreign authority. The outward stage is assessed under the rules of the actual country of death.
The Strasbourg Agreement applies only where the official treaty status supports it for the states involved. Proximity or participation in a common travel area is not evidence. Podgorica's local grave check also remains necessary, whatever form accompanies the international transport.
Where can final handover take place?
Handover takes place at the confirmed cemetery, a suitable institution or another permitted address agreed beforehand. The full location and responsible person are essential. Entering Podgorica does not complete the service; responsibility changes only when the deceased and original records are accepted.
Initial review needs the place and institution of death, passport details, release status, selected cemetery and recipient's telephone number. We provide the first response within 10 minutes. Arrival within 48 hours is planned for a procedurally clear case after release; an outstanding official decision can alter the starting point.
Process for this case
- Step 1 of 4
Specify the Podgorica cemetery
Record the site, grave file and organisation that actually administers it.
- Step 2 of 4
Check outward and entry records
Foreign release and the Montenegrin sprovodnica are processed as separate decisions.
- Step 3 of 4
Arrange local reception
The competent administrator confirms the recipient, grave and intended appointment.
- Step 4 of 4
Transfer responsibility at destination
The confirmed address accepts the deceased and the original documents.

Frequently asked questions
Which cemetery sites are published by the Podgorica company?

Does Pogrebne usluge manage every cemetery in the surrounding area?
No. A different municipal or religious body may administer a burial ground outside its network.
Does the Montenegrin sprovodnica confirm a grave?

Why are later Capital City decisions reviewed?
