Why is the Berlin district important to the Leichenpass?
Berlin is both a city and a federal state, but administrative tasks are divided into districts. The official website of the Charlottenburg-Wilmersdorf district states that the Leichenpass is issued by the Amt für Bürgerdienste of the competent Bezirksamt. Jurisdiction is based on the Berlin Funeral Law. The health service publishes the information, but explicitly refers the user to the civil affairs service as the issuing authority.
This published procedure is specific to Berlin. In Frankfurt, the document is issued by the registry office responsible for the place of death, while Munich assigns the task to its municipal cemetery service. The wording "German authority" is therefore too imprecise for a Berlin case. The district, institution, civil-status record and any police or prosecutorial decision must be identified before the competent office is contacted.
| Document | Issuing authority | Role in the Berlin case |
|---|---|---|
| Death certificate | Competent Berlin registry office | Creates the civil-status record of the death |
| Leichenpass | Amt für Bürgerdienste of the competent district | Accompanies the deceased during international transfer |
| Destination-country permit | Competent mission of the country of burial | Links admission to the confirmed place of burial |
Does the Embassy of Serbia handle the German part of the procedure?
The Serbian Ministry of Foreign Affairs lists its embassy in Berlin in the official register of missions, but its consular role concerns the Serbian sprovodnica procedure. It does not register a death in Germany and does not issue a Berlin Leichenpass.
For burial in Bosnia and Herzegovina, Croatia or Montenegro, a sprovodnica from the respective country is required. The mere fact that the deceased or a family member is a Serbian citizen does not place the case within the Serbian consular procedure when burial is planned elsewhere. The destination must be recorded consistently in the German document, the consular application and the cemetery confirmation.
How is Berlin different from southern Germany?
Berlin is the northeastern starting point. Before connecting to Austria and the countries towards the Balkans, the case passes through a longer part of the German or Central European network than the departure from Munich. TEN-T connects Berlin with other urban hubs and cross-border routes.
The overland route is selected for the confirmed burial locality and the transit documents valid for that case. Berlin–Belgrade and Berlin–Sarajevo require different destination-country authorities even though both begin with the same Berlin office. The family should identify the district, exact institution, country of burial and receiving contact before collection is arranged.
Which initial details determine the Berlin case?
A Berlin district can be identified once the hospital or mortuary's address is known. Tell the case contact which institution holds the deceased and whether the death has been registered there. The passport supplies the identity for comparison. Add the intended burial locality and a telephone contact for the family; the relative's own residential district does not establish jurisdiction over the death.
For a routine case, routine documents can be completed within 24 hours and arrival at the confirmed address can be organised within 48 hours. If the death requires a forensic medical examination or action by the prosecution, the competent authority decides on the official release of the deceased. The Leichenpass and the remaining documents cannot replace an official release while such a procedure is open.
Why must the Berlin district be established first?
Berlin is both a federal state and a city divided into districts. Official competence follows the place of death within that structure. A general reference to “Berlin” is insufficient if the institution, Standesamt and regulatory authority have not yet been identified.
Correct district allocation prevents the death certificate and Leichenpass from being requested from different, incompetent offices. The institution’s full address enables a reliable check against Berlin’s official service information.
