What does accompaniment mean for the Swedish document?
Sweden’s ordinance requires the departure document to accompany the body during transport. It is therefore more than an approved application remaining in an authority’s records. The issued document has a continuing function in the actual movement, separate from an email or message telling relatives that its issue has been completed.
The joint public agencies’ guide Efterlevandeguiden directs the person performing an overseas coffin transport to obtain the passersedel from Skatteverket. This helps identify the document’s place in the arrangements. Montenegro’s consular representation does not, through its receiving-country role, become the Swedish issuing authority or take over the Swedish accompaniment requirement.
Why is a copy returned after the body has left Sweden?
Once departure has occurred, the person who arranged the outward transport confirms that event on a copy of the passersedel and sends it back to Skatteverket. The ordinance makes this a subsequent reporting step. It records an event that has already happened, rather than deciding whether an overseas burial place may receive the deceased.
Confusing this copy with Montenegro’s sprovodnica would combine different authorities and stages. Article 7 of Montenegro’s regulation bases entry for burial on a sprovodnica issued through its competent representation. Sweden’s returned copy confirms outward movement. Those roles stay distinct even when one coordinator handles several documents within the case.
Which particulars does Montenegro’s document describe?
The Montenegrin regulation specifies personal details and information about the death in the sprovodnica. It also includes the destination and means of transport. The document thus describes the particular movement, rather than merely acknowledging that a death was registered somewhere. The intended burial destination needs to be properly identified in that context.
Entry for burial has its own provision in Article 7. Other transport situations are addressed elsewhere in the same regulation, and their application lists cannot simply be assigned to an arrival from Sweden. This direction concerns the entry basis. The competent consular process must be identified accordingly, not labelled as a Montenegrin export case.
| Document or report | Responsible body | Specific function |
|---|---|---|
| Accompanying passersedel | Issued by Skatteverket | Documentation with the body from Sweden |
| Confirmed departure copy | Transport organiser reporting to Skatteverket | Notification after outward movement |
| Montenegrin sprovodnica | Competent Montenegrin representation | Entry for the intended burial |
| Swedish medical records | Doctors and respective official recipients | Basis of the national death procedure |
What medical and release information precedes the Swedish permission?
Socialstyrelsen identifies two medical records: the dödsbevis reporting death and the dödsorsaksintyg concerning its cause. They are submitted to different recipients. Where a Swedish personal or coordination number is absent, paper forms are used instead of the unavailable electronic route. That is a change of submission method, not permission for relatives to replace medical reporting.
The passersedel also depends on eligibility for the statutory burial or cremation certificate. Police permission matters in the forensic circumstances specified by the Act, and the ordinance adds an undertaker’s declaration about the coffin. A prepared receiving-country document cannot establish these Swedish conditions on Skatteverket’s behalf.
Why must the stated transport method match the arrangement?
Montenegro’s regulation describes a designated funeral vehicle for ordinary road transport and separate conditions for ships and aircraft. Sweden also prescribes technical coffin requirements, including additional provisions for air carriage. The means of transport is consequently a legally relevant category, not just a matter of how accompanying relatives choose to travel.
These rules do not select one means of transport for every case or prove ownership of a vehicle by any company. What matters is the category actually used and its applicable conditions. That category belongs in the documented circumstances while Swedish departure responsibilities and Montenegrin receiving responsibilities remain distinct.
Process for this case
- Step 1 of 4
Establish the Swedish departure basis
Identify the medical notification, any relevant police permission and the coffin declaration. Together with the statutory conditions, these underpin issue of the passersedel for the deceased.
- Step 2 of 4
Identify the Montenegrin entry purpose
The case concerns burial in Montenegro. Person, destination and transport particulars belong in the file; an application list written for export from that country is not treated as an entry checklist.
- Step 3 of 4
Keep the permission with the movement
The Swedish passersedel accompanies the body. Confirmation that a document has been issued and compliance with its accompaniment requirement are separate matters within the actual transport procedure.
- Step 4 of 4
Report the completed Swedish departure
Return the required confirmed copy to Skatteverket after the outward movement. That report concerns the Swedish event and does not replace a consular decision governing burial entry in Montenegro.

Frequently asked questions
Is a message confirming issue enough to fulfil the passersedel accompaniment rule?
The ordinance requires the document to travel with the body. A message about successful issue informs the family, but does not perform the same function as the required accompanying record.
Does the Swedish copy become another Montenegrin entry permission?
Its return reports departure to Skatteverket. Montenegro’s sprovodnica comes from its separate consular entry process. The copy does not acquire a new foreign authorisation role merely because it has been sent back.
Which identity number is relevant to Sweden’s electronic medical reporting?
Socialstyrelsen refers to a Swedish personal identity or coordination number for the electronic service. It directs cases without one to paper forms. This is not described as an additional Montenegrin entry condition.
Can Montenegro’s inward and outward application lists be used interchangeably?
The regulation assigns different provisions to those situations. Arrival from Sweden for burial uses the entry basis. The list attached to a Montenegrin export procedure is not automatically applicable.
Does naming an aircraft in the sprovodnica satisfy every air-transport condition?
Swedish and Montenegrin rules contain transport-specific requirements of their own. Recording the chosen means of transport does not establish that every condition for that category has already been met.
Can Montenegro’s representation complete a Swedish release decision instead?
The passersedel remains tied to Sweden’s statutory prerequisites. A receiving-country document cannot replace a required Swedish police permission or the corresponding examination of eligibility by Skatteverket.
