- passersedel issued by Skatteverket
- Serbian application
- Original passport listed separately from transport permission
What is the difference between the two Swedish medical records?
The dödsbevis reports the death, while the dödsorsaksintyg records its medical cause. Socialstyrelsen explains that the first normally goes to Skatteverket, or to police in specified circumstances. The cause report goes to Socialstyrelsen. These separate reporting functions are easily obscured if both documents are loosely called a death certificate.
For someone without a Swedish personal identity number or coordination number, the health authority directs reporting to paper forms. Its electronic service cannot handle those cases. This is a practical distinction about the submission channel, not a statement that a foreign national’s death cannot be formally recorded.
What must be established before Sweden permits departure?
The Burial Ordinance links a passersedel to eligibility for a burial or cremation certificate. The associated Act explains the release test: either the reported circumstances do not call for the specified forensic investigation, or the police permission required in the relevant case has been given. Medical reporting is therefore not the whole authorisation.
A funeral undertaker’s declaration must also establish the prescribed coffin conditions and contents. The coffin may contain the deceased and the personal items permitted for burial or cremation with them. This statement belongs to the Swedish departure process. It is not a declaration made on behalf of Serbia’s consular authority.
Which originals does Serbia identify for the consular application?
Serbia’s Ministry of Foreign Affairs lists the passport, an application naming the burial place, a foreign death-register extract, a medical cause-of-death report and the foreign transport permit. These entries should be matched by purpose. A Swedish medical form should not automatically be described as the civil register extract merely because it mentions the death.
The published Serbian guidance adds a secured burial-place certificate specifically for a deceased foreign national. That condition should remain attached to the stated category, rather than being presented as a universal extra for every Serbian citizen. A relative or a funeral company may submit the application described by the ministry.
| Evidence | Originating function | How it fits |
|---|---|---|
| Dödsbevis | Doctor’s report to Skatteverket or police | Swedish death notification |
| passersedel | Skatteverket departure procedure | Permission accompanying the body |
| Register extract and medical cause report | Respective issuing authorities | Distinct Serbian supporting records |
| Sprovodnica | Serbian diplomatic or consular mission | Consular permit for burial |
Does the passersedel’s language settle the language of the whole file?
Swedish regulations provide for Swedish with English or Swedish with French on the passersedel. The limited Swedish-only arrangement for certain Nordic destinations is not the rule for a Serbian burial. Keeping the original document name alongside its explanation makes the relevant form easier to identify without inventing a new English official title.
Serbia nevertheless lists several originals beyond that transport form. The bilingual format of one document does not establish the acceptability of every attached medical or registration record. Any case-specific requirement concerning another document must be determined for that document, rather than assumed from the language of the passersedel.
What happens to the Swedish document during and after departure?
Efterlevandeguiden, the joint guide of Swedish public agencies, says the person carrying out a coffin transport abroad orders the passersedel för lik from Skatteverket. The ordinance then requires the document to accompany the deceased. Knowing that permission exists is different from having the required document with the transport.
Following departure, the person arranging the outward movement confirms it on a copy and returns that copy to Skatteverket under the Swedish rule. This closes a reporting step on the Swedish side. It does not issue or replace Serbia’s sprovodnica, which serves the separate purpose of the intended burial entry.
Process for this case
- Step 1 of 4
Identify the medical submissions
Distinguish the notification of death from the cause report and establish their respective recipients. Possession of one form does not establish that the other authority has received its information.
- Step 2 of 4
Check the Swedish release basis
Identify any required police permission and the undertaker’s statement about the coffin. These are part of the conditions for the departure document, not substitutes for each other.
- Step 3 of 4
Map the Serbian supporting set
Compare the passport, burial application, register extract, medical report and foreign permit with the ministry’s list. Classify each by its actual contents rather than an approximate translation.
- Step 4 of 4
Preserve accompaniment and reporting
The passersedel travels with the deceased, followed by the required Swedish confirmation after departure. Keep Serbia’s consular burial document identifiable as a separate part of the case.

Frequently asked questions
Does Skatteverket receive the Swedish cause-of-death report?
Socialstyrelsen identifies different destinations for the medical forms. It receives the cause report, whereas the ordinary death notification goes to Skatteverket or, in the specified circumstances, the police.
What if the deceased had no Swedish personal identity number?
The official medical reporting guidance directs cases without a personal or coordination number to paper forms. The limitation concerns the electronic reporting service, not the existence of an official reporting procedure.
Can a passersedel stand in for the passport listed by Serbia?
Serbia requests the passport and foreign transport authorisation separately. One records identity through a travel document; the other serves the deceased’s outward transport. Combining their names would not satisfy two different listed functions.
Can a private funeral instruction resolve a Swedish police-release case?
The Burial Act requires the relevant police permission where its specified conditions apply. A private arrangement cannot make that official decision or remove the statutory prerequisite for the certificate.
What does the Swedish undertaker attest about the coffin?
The declaration covers the prescribed technical conditions and permitted contents. It concerns the deceased and the personal belongings allowed to be buried or cremated with them, as described in the ordinance.
Why is a marked copy sent back to Sweden after the movement?
The return confirms departure to Skatteverket under the Swedish reporting rule. It serves that national administrative purpose and should not be mistaken for Serbia’s consular permission for burial entry.
